The Infrastructure Protection Coalition (IPC) on August 11 announced 13 recommendations for states to incorporate into their 811/one-call laws. States implementing these recommendations can significantly reduce wasted time and inefficiency and reduce damages, improve public safety, mitigate risk, and achieve meaningful cost savings.
PCCA is a founding member of the IPC and helped develop the recommendations.
IPC recommendations:
- No exemptions
- Mandatory damage reporting
- Balanced enforcement
- Third-party enforcement board
- Standardized minimum notification time
- Effective penalty structure
- Effective metrics
- Annual reporting to the Common Ground Alliance and its Damage Information Reporting Tool (DIRT)
- Positive response requirement
- Excavation site accurate description
- Continuous improvement
- Standardized ticket size, distance, duration, and life
- Educational resources
The IPC announcement also included an additional preference for balanced 811 Board composition.
